SCHOOL “REPUBLICA ORIENTAL DEL URUGUAY”
The School “República Oriental del Uruguay” is a
state school located in Beirut, offering primary
education to more than 80 orphans.
It was given that name at the beginnings of the
60’s, by initiative of the then Ambassador José
Aiub Manzor.
The support committee to the School is currently
composed by Mrss: Miriam Azzi, Linda Chaghoury,
Nelly Mansour, Chantal Chelala Mansour, Zoila
Nassur, Dalal Chalhoub and Gioconda Dabboul and
Mr. Gaby Wehbe and Fathers Elias Saleme and
Manuel Younes. It cooperates permanently to help
meet the needs of the institution.


BREAKFAST IN "BLUE DAWN" IN SUPPORT TO THE
SCHOOL
On the morning of June 14, 2006, a breakfast was
held to benefit the School "Republica Oriental
del Uruguay in Beirut”, organized by the
Commission in support to the school headed by
Ambassador Myriam Azzi. This event had singular
success raising about USD 2000 that were used to
purchase winter clothing and school supplies for
students and teachers of this teaching center.
During 2008 and 2009, it has been donated to the
school through the collaboration of Uruguayans
and Lebanese, a stereo, books, school supplies
and fans and they have helped with repairs and
paint the premises.
Honorary Consul Mr. Edmond Chaghoury and his
wife Mrs. Linda Chaghoury donated a lot of toys
for the students in December 2008.
Mr. and Mrs. Raymond Sarkis donated shoes to all
students in December 2009 and again in December
2010.
DINNER SHOW DECEMBER 2009 AND DECEMBER 2010
The Committee in Support to the School organized
a dinner show attended by 200 persons. With the
raising amount, they bought toys for the
students, a photocopy machine for the school and
the whole premises were painted.
Another successful diner – show was held in
December 2010.

CULTURAL AND COMMERCIAL ACTIVITIES |
CONFERENCES
On October 5, 2005, a conference of the
Uruguayan writer Amir Hamed of Arab origin, son
of Ex - Ambassador of Paraguay in Lebanon
Alejandro Hamed Franco and Mrs. Nidia Franco
Ramela, Uruguayan, was offered at the Cervantes
Institute in Beirut on "Troy and the alphabet."
(Troya y el alfabeto).
On October 19, 2005, Ambassador Alberto Voss
Rubio delivered a lecture at the same Institute
titled "Los Premios Cervantes and Uruguay", a
sort of review of Uruguayan literature taking,
as a center figure, about Juan Carlos Onetti,
the only Cervantes prize.
On April 15, 2008, Ambassador Jorge Luis Jure
gave a lecture – class for graduated students of
political science at the American University of
Beirut (AUB), during the course of International
Law, on diplomatic status, especially with
regard to the establishment of diplomatic
relations, privileges and immunities.
On November 9, 2010, Ambassador Jorge Luis Jure
lectured in French about "Nouveaux liens entre
deux grands petits pays: Le Liban et l'Uruguay",
in the Lebanese - German Cultural Center in the
city of Jounieh.
HUMANITARIAN AID TO LEBANON
On March 21, 2007, Ambassador Alberto Voss Rubio
accompanied by the Honorary Cultural Attaché of
the Embassy Mrs. Chantal Chelala, were present
at the dock 21 of the Port of Beirut during the
opening of 40-foot container loaded with
medicines, clothing and food, donation from the
Uruguayan people to Lebanon, as aid for the
devastating war of July-August 2006.
This donation was coordinated in Uruguay by the
Lebanese Committee for Social Assistance,
representing the Lebanese Collectivity in
Uruguay and by the Lebanese Ambassador in
Montevideo, Mr. Victor Bitar.
On behalf of the President of the High Committee
for Social Assistance in Lebanon General Yahya
Raad, the General Coordinator of the Agency, Mr.
Mohammed Mamlouk, was present at this opening,
as well as officials from the Direction of
Customs.
The shipment consisted of 646 boxes taped by the
Uruguayan flag with an Arabic inscription
reading "Gift from the Uruguayan people”.
“URUGUAY” DAY IN BATROUN, SIDON AND TRIPOLI
On March 12, 2008, the Embassy organized a visit
for members of the Diplomatic Women's
Association of Beirut to Batroun’s city, located
50kms north of Beirut. Batroun is an ancient
Phoenician city, in which there is evidence of
ruins of Greek, Byzantine, etc...
The purpose of this activity was to entertain
the members of this association on the occasion
of the International Women's Day, as regularly
do various Embassies accredited here.
The event consisted of a tour in the Cultural
Center "Dar El - Mouna," set in an old restored
house in Batroun, The house contains a permanent
exhibition of paintings by Lebanese painters.
For the occasion, a small exhibition of works
from Uruguayan painter resident in Lebanon, Mr.
Bruno Sfeir, was mounted.
Subsequently, the Municipality of Batroun
conducted a tour to the main neighborhoods and
monuments of the city.
Finally, the Embassy hosted a luncheon with
typical Uruguayan food and wines from our
country.
The raffle of a painting rose more than USD 510
for the Uruguay School of Beirut.

On November 4, 2008, the Embassy inaugurated an
exhibition of posters, photographs and prints
with landscapes and scenes of Uruguayan life at
the Municipal Hall of Sidon. The exhibition was
inaugurated by Ambassador Jorge Luis Jure and
President of the Municipality of Sidon, Dr.
Abdel Rahman Bizri.


In the Safadi Cultural Center of Tripoli, after
the concert offered by Marino Rivero, bandoneon,
and Gabriela Diaz, guitar, photos of Uruguay,
their gauchos and their tangos were displayed.

BRUNO SFEIR’S EXHIBITION
On June 19, 2008, on the occasion of the
celebration of the National Day of Artigas’s
Birthday, the Embassy presented, in
collaboration with the Municipality of Jounieh,
the city in which its offices are located, a
show of recent paintings by Uruguayan artist
Bruno Sfeir.
The exhibition was held at the Municipal Palace
of Jounieh, between June 19 and July 31, 2008.
Bruno Sfeir was born in San Jose, Uruguay, in
1970. He studied at the “Escuela Nacional de
Bellas Artes” and in the “Club de Grabado” with
Maestro Guillermo Fernandez in Montevideo.
From Lebanese origin and married to a diplomat
of this country, Mrs. Milia Jabbour, who was
consul in Uruguay, Sfeir lived in Lebanon.
He has exhibited in Uruguay, Brazil, Argentina,
USA and Kuwait. His last exhibition was held in
Lebanon in 2003.
Bruno Sfeir's creations won prizes from “Banco
Republica” in 1992 and from the Ministry of
Tourism in 1997. His works form part of the
collections of several Latin American countries
and of the Museum of Modern Art in Kuwait,
United States, Belgium, Spain and France.

FILMS PROJECTION
In coordination with the Ministry of Foreign
Affairs of Uruguay and the National Audiovisual
Institute, the Embassy presented five Uruguayan
films in a cycle of Uruguayan Cinema from 17 to
November 20, 2008, at the Cervantes Institute in
Beirut.
The films were:
- La Espera, by Aldo Garay, 2002.
- Estrella del Sur, Luis Nieto, 2002.
- Alma Mater, Álvaro Buela, 2004.
- La Cáscara, Carlos Ameglio, 2007.
“L'ARTISAN DU LIBAN” IN URUGUAY AND “HECHOACA”
IN LEBANON
Exceptionally, the annual Salon of Uruguayan
handicrafts "HechoAca" which attracts over
35,000 visitors in a week, invited a foreign
country to exhibit: Lebanon was the first and
only country invited to show its high quality
handicrafts at the Salon of HechoAca, which took
place between the 19 and 28 of September, 2008,
in the exhibition stands of the Technological
Laboratory of Uruguay (LATU), the largest in
Montevideo.
“L'Artisan du Liban” was the company invited,
through this exchange initiated by the Embassy
of Uruguay in Lebanon, with the support of the
Embassy of Lebanon in Uruguay and the Lebanese -
Uruguayan Community.


Modern handicrafts of HechoAca were exhibited
and sold at the gardens of the Robert Mouawad
Private Museum, then at the “Boutique des
Createurs” of the Museum, L'Artisan du Liban,
Clemenceau Street and the Beirut Chamber of
Commerce, between June and July 2009, with
excellent public receptivity.
The Manager of HechoAca, Mr. Eduardo Pick, was
in Beirut for the occasion, and was able to make
business contacts and to assess the quality of
the Lebanese design.
RIMER CARDILLO AT ALBA
The artist Rimer Cardillo offered engraving
courses at the Lebanese Academy of Fine Arts
(ALBA) in April and November 2009.
At the same time, the Alba presented an
exhibition of his works on paper in November
that was accompanied by students’ works. The
public was also able to appreciate the film
"Against the Grain" about another great
Uruguayan artist living and working in that
country for years, Antonio Frasconi, by the
Uruguayan filmmaker Eduardo Darino, who resides
in the United States.
Cardillo's workshop in November was sponsored by
the State Department and the U.S. Embassy in
Beirut as well as by the Embassy of Uruguay.


BANDONEON AND GUITAR OF URUGUAY
Marino Rivero, considered one of the great
masters of bandoneon and his companion Gabriela
Diaz, offered recitals at the Municipality
Palace of Jounieh, on Thursday, May 21, 2009 and
at the Safadi Cultural Center of Tripoli on
Saturday, May 23, 2009.
On May 22, 2009, they played with the Lebanese
National Symphony Orchestra, conducted by
Maestro Walid Gholmieh. The duo performed works
of Rivero himself, Grieg and the famous
Uruguayan tango and milonga "La Cumparsita” and
“La Puñalada”.
The Concert in Re minor of Johann Sebastian Bach
played by the bandoneon with the National
philharmonic Orchestra was a hit among the
audience that filled up the St. Joseph Church of
the Jesuit Priests.
Music critic from May Menassa, journalist for Al
Nahar Newspaper, Monday, May 25, 2009 wrote:
“BACH BREATHES THROUGH THE BANDONEON MARINO
RIVERO FROM TANGO TO BAROQUE”
“The message to the audience is a message of
euphoria and joy, through his box "the bandoneon”.
He is a magician with multiple tasks, with his
hands opened, invites to two different worlds,
from many centuries of music, tango and baroque,
Piazzolla and Bach.
The Uruguayan Marino Rivero, whose musical
opening is directed to Argentina and Brazil, the
two neighbors, both export the tango and its
fervent rhythm, as India exports the Afro-Asian
spices, came to Lebanon with his partner
Gabriela Díaz, invited by the National
Conservatory, brought the Latin sun through the
guitar and the bandoneon and a history of rhythm
that captivates people’s feelings everywhere.
They were together, partners in life and at
work, the sober and quiet Gabriela Diaz and
Marino Rivero, the young lover that exceed
seventy and still has in his eyes the glow of
youth and love.
The bandoneon immediately makes known the nature
of its player, loving and nervous, kidnapped by
the melody. Moving to its rhythm, while the
guitar sings the song. In this first part the
duo play Piazzolla, "The history of tango" in 4
exciting parts in its melody and rhythm,
inspired by the region of the Rio de la Plata.
As Rivero closed his eyes in solemn
concentration that made us experience the
essence of Bach, I also, closed my eyes to hear
a very clear ecclesiastical organ coming out of
this instrument. The bandoneon was breathing
through the lungs of Bach, ethereal, undulating
in these exciting trips.
The orchestra began the concert as a grandiose
ceremony, the bandoneon embraced with grandeur
that equaled the orchestral performance. The
interpretation of Bach was very elegant, with a
remarkable devotion, through which Rivero
succeeded in this great concert with the colors
of his flag.”
TWO UNFORGETTABLE CONCERTS OF THE PIANIST
RACHEL BOLDORINI:
Demonstrating her exquisite training, largely
the result of the relevant former Uruguayan
piano school, Ms. Boldorini offered two
concerts, at the Cultural Centre "Safadi" in the
city of Tripoli on July 3, 2010 and on the 8th
of the same month, in the traditional "Assembly
Hall" auditorium at the American University of
Beirut, which dates from the mid-nineteenth
century. The concerts were presented by this
Embassy, together with the Instituto Cervantes
in Beirut and the Safadi Center”.
With a tribute to Frederic Chopin, on the 200º
Anniversary of his birth, as the principal
purpose of their performances, the Uruguayan
artist also played pieces by Fabini, Lamarque
Pons and Beatriz Lockhart.
"... Moments of discovery and revelation of
rhythms, beats and melodies ... unpublished
fragrances, sunny and even sensual ... A
performance given with much feeling. And an
absolute seclusion, both from the audience, as
from the artist on stage”.
Published " L'Orient Le Jour " in French.
Meanwhile, the main newspaper written in Arabic,
"An-Nahar" ("The Day") titled his review:
"Raquel Boldorini reached the spirit of the
Universe by Chopin," adding "... It was a case
of reclusion, focusing on their feelings, their
passion and calm ... Her latest award was the
cheers of appreciation and our applauses,
turning her from her long journey with Chopin,
surrounded by a musical halo”.
Her presence, along with her husband, Mr. Carlos
Moreno, was a pleasure for the Embassy, her
concerts, highly enjoyable, were the proud of
her compatriots.
BEIRUT WORLD BOOK CAPITAL
The Ministry of Foreign Affairs of Uruguay,
through the General Direction of Cultural
Affairs has coordinated the participation of
Uruguay in the agenda of UNESCO “Beirut, World
Book Capital” 2009-2010.
The writer Juan Carlos Mondragon, participated
on 25 and 26 November 2009, in the Colloquium "Ecrivains
Arpenteurs des Villes" organized by the Saint
Joseph University.
An interesting interview with Mondragon was
published in "l'Orient litteraire" a supplement
of L'Orient - Le Jour on January 9th , 2010 and
focused on the writer Isidore Ducasse, “le Comte
de Lautréamont”, of Basque origin, born in
Uruguay , and its links with our country and the
rebellion of Ducasse.
On December 8, the Embassy presented the book
"La Musica de la Guerra" by Ambassador Alberto
Voss Rubio, in the presence of the author and
the participation if Dr. Georges Naffah, the
Executive Director of "La Revue du Liban" and
"Monday Morning" Mr. Saer Karam and Ambassador
Jorge Luis Jure.
FIRST IBERO - AMERICAN WRITERS MEETING AND
BOOK FAIR:
With great enthusiasm, the ten Latin American
and the Spanish Embassies in Beirut organized
the 1st meeting of Ibero American Writers and
Book Fair, which took place between the 3 and
the 6 of March, 2010.
The Uruguayan writer, journalist, translator and
teacher Alicia Migdal, appointed by the Ministry
of Education and Culture, represented our
country in various colloquiums and conferences.
Sponsored by this Embassy, Professor Migdal gave
a lecture on Monday, March 1st, - in French- at
the “Université Saint Esprit de Kaslik" on
"Women's literature”, attended by numerous
public, including teachers and students of the
University and was followed by a lively debate
on the existence of a women’s literature.
Migdal participated, along with writers from
other Latin American countries, Spain and
Lebanese, in four lectures: "The Ibero-American
reality through literature”, "Migration and
Literature", "Women and the Ibero- American
literature" and "Ibero America and the Arab
world, prospects for dialogue".
Together with other Ibero - american writers
participating in the meeting, some of them
Lebanese descendent, as Milton Hatoum (Brazil)
and Luis Fayad (Colombia), referred to Ibero -american
reality reflected in literature, citing current
Uruguayan writers such as Carlos Liscano and
other recently deceased, such as Mario Levrero,
Mario Benedetti and Idea Vilariño.
At a colloquium on migration, Professor Migdal
evoked the names of many Uruguayans of Lebanese
origins linked to the culture, among them Dahd
Sfeir, Jorge Curi, Rosa Acle, Clarel Neme, Amir
Hamed, Nassim Nasser Hanna, Leila Neffa.
The seminar concluded with the need to raise
awareness of the Lebanese and Arabic literature
in Latin America. The Arab House of Spain “Casa
Arabe” will cooperate with future translations.


The trip of Prof. Alicia Migdal was made
possible through the collaboration of the
Lebanese Ministry of Culture and the Ministry of
Foreign Affairs of Uruguay and the Ministry of
Education and Culture of Uruguay.
Prof. Migdal was able to make contacts with a
number of Lebanese persons, journalistic,
literary and academic fields.
For its part, the Uruguayan Chamber of Books
sent generously hundreds of books of different
titles that were exhibited, some sold and others
donated to public libraries and Spanish schools
in Beirut, Tripoli and Kaslik. Hereby we thank
the Chamber and its president Mr. Alvaro Risso
for this essential collaboration to make known
the writers and the publishing industry in
Uruguay.
PICTURES, BOOKS AND NEW PHOTOS OF JULIO
ETCHART:
The presence in Lebanon of the Uruguayan
photographer- journalist, based in the UK, Julio
Etchart, constituted a remarkable event. The
presentation of his book "Toys" ("Toys"), closed
the UNESCO Programme 2009-2010 "Beirut World
Book Capital”.
Etchart's visit was organized by the Embassies
of the United Kingdom and Uruguay in Beirut, and
included the presentation of the above mentioned
book of photographs about children playing,
taken across the world. There he shows to us
playing moments in rich and poor places, with
and without luxury toys, children playing alone
and in groups, with "weapons" or flowers and
balls.
The launching of the book "Toys" took place at
the Unesco Palace in Beirut on April 14, 2010
and in Tripoli on June 17, accompanied by two
exhibitions of photos of the book, plus those
that Julio took in Lebanon.
In addition, he generously offered photography
workshops for children in Beirut and Tripoli,
which were attended with enthusiasm by young
students.
The visit of Mr. Etchart allowed for a
multi-cultural experience, through his portfolio
of photos, which will be exhibited in other
cities in Lebanon and possibly in Cyprus with
new pictures of Lebanese children. In
conclusion, as it was entitled by "L'Orient Le
Jour": "For Julio Etchart, photography is a
child's game!"

THE LEBANESE HOSPITALITY IS GRATEFUL TO THE
“CHILDREN OF DARBESHTAR".
Streets lined with flags, blue and white (9
stripes and a frame with large sun) and red and
white (ancient cedar in the center) were waiting
for Ambassador Jorge Luis Jure at his arrival to
the city, where according to history, this was
the road for the pilgrims heading to the Temple
of the Goddess Astarte.
The visit to the city of Darbeshtar, July 26,
2010, which was supposed to be an official one
to the new President of the Municipality, Mr.
Ghaoui Chehade Al-Ghaoui, who was elected last
May, turned to be a vibrant tribute from the
residents to the Lebanese emigration and to
Uruguay. With Boy Scouts forming a guard of
honor. Ambassador Jure and President Al Ghaoui
walked through the beautiful streets and old
churches of the city, ending the day with a gala
dinner, where everyone danced with energy the
Dabke and where the echo of the anthems and the
speeches still remain.
Mr. Al Ghaoui, accompanied by members of the
council and notable residents, especially the
Lebanese -Peruvian Dr. Jose Antonio Boughosn and
former Secretary General of the World Lebanese
Cultural Union, Mr. Youssef Francis, exceeded in
hospitality, paying attention to all details and
kindness, that seemed they came from the
Lebanese mountain’s spirit itself.
Darbeshtar is a town of about 5,000 inhabitants,
half of whom live abroad or in other areas of
Lebanon, has many families in Uruguay such as:
Apud or the Abboud, Andare (or Endere), Bugosen
(Bou Ghosn) Segbe or Zogbe (Zoghbe) Seluja,
Cheluhi (Chelouhe), Sassine, Hamoura, Faisal,
Buchehin (Bou Shahine), Bettur …
That day deserves to be transmitted in detail,
as it was a tribute to the Lebanese Community of
Uruguay and especially to the Society “The
Children of Darbeshtar", which celebrated 65
years of foundation in 2010. Every detail was
designed for them. Darbeshtar wants to resume
contact with its children in Uruguay, to know
their names and that of their ancestors, as well
to collaborate with the city of Pando, Canelones,
where settled many descendants of the beautiful
city of Darbeshtar, Department of Koura, Lebanon
North.






NATIONAL DAYS AND REPRESENTATION OF URUGUAY
INAUGURATION ARTIGAS BUST
On May 15, 2007, Artigas monument was unveiled
in the city of Jounieh.
At the ceremony there were representatives of
H.E. the President of the Republic, Sheikh Wadih
El Khazen, H.E. the President of the Chamber of
Deputies, Deputy Naamtallah Abi Nasr, H.E.
President of the Municipality of Jounieh, Sheikh
Joan Hobeiche and H.E. Ambassador Alberto Voss
Rubio, when they proceeded to unveil the bronze
bust of the hero of the Uruguayans.
The Lebanese Armed Forces Band opened the event.
The Mayor of Jounieh spoke first and was
followed by Ambassador Voss Rubio.
After discovering the Bust, there were fireworks
and a wreath was laid with a ribbon written on
it "Embassy of Uruguay" and then the messages of
adhesion were read. The first was the message of
the Foreign Affairs Minister, H.E. Mr. Reinaldo
Gargano, followed by those of the various
associations attached to the act, such as the
Lebanese Club, the Association of Lebanese
Women, Lebanese Society of Soriano, Lebanese
Society of Montevideo and the Uruguayan -
Lebanese Youth Association (Ajul).
At the end of the act, the public was invited to
a toast, where a cake decorated by the Uruguayan
flag was cut, while listening to the music of
“La Cumparsita", played by the Military Band.
NATIONAL HOLIDAY ARTIGAS' BIRTHDAY
On June 19, 2008, the birthday of the National
Hero of Uruguay, General Jose Artigas, was
celebrated in a reception at the Municipal
Palace of the city of Jounieh, hosted by
Ambassador Jorge Luis Jure. He was joined in
this core activity of 2008, by representatives
of the President of the Republic, President of
the National Assembly and Prime Minister, who
were, respectively, the Minister of Foreign
Affairs and Emigrants, Faouzi Salloukh, Deputy
Naamtallah Abi Nasr and the Governor of Beirut
and the North, Nassif Kallouch.
In parallel, in the Municipal Hall, an
exhibition of paintings by Uruguayan artist
Bruno Sfeir was inaugurated. Lebanese
authorities, the diplomatic corps and the
Uruguayan community accompanied the members of
the Embassy in this celebration.
CELEBRATION OF URUGUAY IN THE MOUAWAD
MUSEUM’S GARDENS
The National Day of the Oriental Republic of
Uruguay was celebrated on June 22, 2009 to
commemorate the date of birth of General Jose
Artigas in the beautiful gardens of the Mouawad
Museum of Beirut. At this occasion an exhibition
of Uruguayan handicrafts was presented. More
than 300 people attended this event.
The President of the Republic, the President of
the National Assembly and the Prime Minister
were represented by Minister of State Youssef
Takla, Deputy Marwan Fares and Information
Minister Tarek Mitri.


NATIONAL DAY AT RESTAURANT "LE PARTICULIER"
To celebrate the birthday of General José
Gervasio Artigas, June 19, 1764, the Embassy
invited its relations in Lebanon, governmental
or private, the Uruguayan citizen residing in
this country and their families and the Foreign
Diplomatic Corps accredited in Beirut, to a
reception – exhibition.
It was the oficial ceremony of the Embassy of
2010.
About 300 persons attended the reception at the
downtown restaurant "Le Particulier", where its
elegant two floors were reserved for the
occasion. The President of the Republic, General
Michel Sleiman, was represented, at the
occasion, by the Minister of Foreign Affairs and
Emigrants, Ali Chami, the President of
Parliament, Nabih Berry, by the Deputy
Alaaeddine Terro, who is also President of the
Uruguayan – Lebanese Parliamentary Friendship
Commission, while the Prime Minister, Saad
Hariri, sent on his behalf, the Minister of
Industry, Abraham Dedeyan
With the presence of other Secretaries of State,
businessmen, cultural personalities and
compatriots who came from the farthest corners
of Lebanon, where they sang the National Anthems
of both countries, Ambassador Jure recalled the
friendship between Uruguay and Lebanon during
many years and the present relations. The
attendances enjoyed the photo exhibition of
large paintings of Uruguayan art, made by Julio
and Hector Testoni, which was mounted especially
in "Le Particulier" during the evening. The
exhibition, organized by the Uruguayan Foreign
Ministry, is touring several countries.
The event was also an occasion to thank all
those who have recently worked with Uruguay and
the friends whom our Country counts on in the
land of the cedars.

Ambassador Jure with Mrs. Zoila Nassur,
Chancellor, Ms. Chantal Chelala Mansour,Honorary
